1996-
present: International Consultant on methods and statistics.
Trained auditors and evaluators on
quantitative and qualitative methods; designed evaluation for four early
childhood intervention programs in Arizona; designed evaluation of
outcomes for seriously mentally ill in Arizona; designed
outcome study for Palm Beach County School District (40,000 students) in
Florida; performed statistical analysis for longitudinal study of
scoliosis; developed training materials on performance measurement for
Arizona Office of the Courts; advised Nebraska State Auditor in the
development of performance review capacity; co-founded Arizona Evaluation
Network to promote better evaluation throughout Arizona; authored articles
and books on applied methods and international evaluation.
1992-present:
Senior Methodologist, Office of the Auditor General, State of Arizona.
Developed methodologies and evaluation designs for all engagements.
Managed data analysis; developed and implemented forecasting
models; designed and managed implementation of complex sampling plans;
trained audit staff on methods, statistics, regression, work plan design,
sampling, performing literature reviews and data verification. Developed
recommendations to improve efficiency and effectiveness of all state
agencies, school districts and programs evaluated.
Managed 5-person evaluation unit.
Advised Auditor General on scope and methods for proposed
engagements. Won three
National Council of State Legislatures methods awards.
Testified at legislative hearings.
Served on the Governor’s Strategic Planning Advisory Committee.
Drafted statutory language for evaluation components of Arizona
legislative bills. Authored
chapter on “Performance
Measurement” in State
of Arizona’s Strategic Planning Guide.
1984-present:
Professor of Political Science (currently adjunct).
Taught graduate and undergraduate research methods and statistics.
Authored books and articles on methods.
Delivered papers at professional meetings. Chaired Methods Section,
Midwest Political Science Association.
Developed section panels for professional meetings. Reviewed
articles and books for
professional journals and book publishers.
